Opportunity Passport® isn’t just a savings program, it’s a way to take charge of your money and your future.
If you’re between 18 and 25 years old and have experience in foster care, this program gives you the tools to build financial skills, set goals, and make real progress. You’ll start by completing a hands-on financial education course made just for young people like you. From there, you’ll open a bank account, begin saving, and get support to buy things that really matter — like a car, apartment, school supplies, starting your own business and more.
To stay in the program, all you have to do is complete a short survey twice a year to share how it’s going. Your feedback helps improve the program for you and others.

Step 1: Learn
Complete the KEYS to Your Financial Future training to learn how to budget, save, and plan ahead.
Step 2: Save & Plan
Open a savings account, get your $100 seed deposit, and set a savings goal based on your needs.
Step 3: Match & Purchase
When you save toward an approved asset, we’ll match your savings dollar-for-dollar — up to $3,000 total for an approved asset.

You may be eligible if you:
- Are 18 to 25 years old (until your 26th birthday)
- Were in foster care at age 14 or older
- Live in Maricopa County
- Are ready to complete financial training and set savings goals
To become a participant, you must:
- Complete the KEYS to Your Financial Future training
- Sign a letter of agreement (enrollment form)
- Submit a short survey twice a year
- Open a savings account to receive your $100 seed deposit
